First, they established a compact among Lodges to implement a rotation scheme for the hosting of their annual district convention.  Second, in conformity to the requirement to recommend three Past Masters for District Deputy Grand Master, they agreed to do away with politics by selecting nominees only from the district convention host lodge.   The scheme worked perfectly for over two decades.  Third, they agreed to preserve the District as one and seriously protested, through resolutions and personal pleadings, every move by any Grand Master to divide it. &lt;br /&gt;&lt;br /&gt;            In 2003, many brethren were slighted when they learned about the circulation of an offer by a prospective candidate for Junior Grand Warden to foot the bill for plane tickets to the venue of the scheduled Grand Lodge of the Philippines Annual Communications.  This tact was never done before.  Cavite Masons were known for their independence and free choice during elections. To the extent of being labeled disunited, even nominees from Cavite were not always supported by Cavite Masons.  The blatant attempt to gain support with the use of favors was considered an affront to their sensibilities and adherence to age -old tenets.  Therefore, in the exercise of their lawful rights and duty, Cavite brethren filed an electioneering case against the prospective nominee. &lt;br /&gt;&lt;br /&gt;The 2003 annual election for Junior Grand Warden of the Grand Lodge of the Philippines was marked with unprecedented events.  When the prospective nominee did not land in the short list of five, the electioneering case was declared moot and academic.  But in an unprecedented decision of the Past Grand Masters’ selection board, alternate nominees were named.   The strangest development was when all five principal nominees suddenly withdrew from the race.  Naturally, the two succeeding alternate nominees became the only strong contenders.  The nominee charged of electioneering by the Cavite brethren won.  Three years later in 2006, he became the Grand Master.&lt;br /&gt;&lt;br /&gt;The biggest blow that a Masonic district could suffer is disharmony.  When personal interests start to supersede established traditions, they become the Achilles heel of an organization.  The Cavite brethren had no inkling that their strongest asset, their harmonious traditions could be at the same time, their weakest.  In spite of a clear conformity to the requirements for nominating a District Deputy Grand Master, i.e., three recommendees, the 2006 Grand Master invoked his prerogative and ignored the District recommendation.  The Past Grand Masters tried to advise him that such move might cause disharmony but to no avail. &lt;br /&gt;&lt;br /&gt;Personalities and personal interests started to divide an erstwhile harmonious Masonic District.  Disillusionment was however, not over the personalities involved but over the principle and scheme of things.  Only later did the issues become personal and confrontational - a natural reaction when battle lines are drawn.&lt;br /&gt;&lt;br /&gt;Who would therefore not subscribe to the idea that there was spite or a conscious desire on the part of the Grand Master to punish the District of Cavite for exercising its lawful right and duty to oppose electioneering?  Certainly, one would be hard put to dissociate the events of 2003 from the actions taken by the Grand Master in 2006.  No amount of rationalization could cleanse the effects of his actuations.  Actions speak louder than words.&lt;br /&gt;&lt;br /&gt;In contemporary history, a system of government based on benevolent dictatorship does not work anymore.  Power corrupts and absolute power corrupts absolutely.  Absolute power has become obsolete power.&lt;br /&gt;&lt;br /&gt;The bottom line is many Cavite Masons unwittingly allowed themselves to be used like medieval marionettes in a theatrical mock war. Ricafrente, GM&lt;/span&gt;&lt;br /&gt;&lt;div align="justify"&gt;&lt;br /&gt;Masonry has existed in the Philippines since 1856, when the first Masonic Lodge was established in the country. This lodge was called “Primera Luz Filipina” established by a Spanish naval officer, Jose Malcampo in the province of Cavite. Although organized under a Portuguese Grand Orient and exclusively for Spaniards, its formation marked the introduction of Masonry in Philippine soil. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Philippine history is rich in the contributions and role of Masonry and Masons in the country. The propagation of the ideals of democracy is perhaps their biggest contribution. Our heroes Jose Rizal, Marcelo del Pilar, Mariano Ponce, Graciano Lopez Jaena, Emilio Aguinaldo, Andres Bonifacio, Apolinario Mabini and many other Filipino patriots were all Masons. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;It may be ironic, but significant that it was in Spain itself where Jose Rizal and his fellow Filipino expatriates internalized the idea of democracy. They joined Masonry and realized for the first time that they were treated as equals by their Spanish brothers. Rizal, del Pilar, Mariano Ponce and others saw the liberalism pervading in the very seat of colonial power, in stark contrast to the manner in which the Philippine colonial government was being run by the friar-influenced Spanish governors. They formed a propaganda movement and published a newspaper, La Solidaridad that exposed the anomalies in the Philippines and advocated reforms.  &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Jose Rizal wrote the novel Noli Me Tangere that exposed the abuses and avarice of the friars in the Philippines. In 1892 he and other ilustrados organized the La Liga Filipina to actively work for reforms. Rizal was arrested and exiled in Dapitan in Mindanao. The call for reforms repeatedly rejected and violently suppressed, later transformed into more militant actions. The Katipunan was organized; highly Masonic in structure and in its system of admission of members. It advocated total independence from Spain. It plotted a revolution. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Katipunan founders Andrés Bonifacio, Ladislao Diwa and Teodoro Plata were all members of La Liga Filipina and were influenced by the nationalistic ideals of the Propaganda Movement in Spain. In the last week of August 1896, shortly after its discovery by the Spanish authorities, the Philippine revolution broke out. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The influence of Masons and Masonry on nationalism was not confined in Spain. Once the Filipinos were allowed access to lodges established under the Grand Spanish Orients, Masonry flourished and nationalistic fervor grew. Filipino Masons found support and protection even from colonial governors and Spanish government officials. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The history of Masonry in the Philippines tells us of the liberal regime of a Mason, Governor General Carlos Maria dela Torre, who was sent to the country in 1869 during the age of liberalism in Spain. It was after Queen Isabela II was deposed and King Amadeus of Savoy, a fellow Mason was installed. Dela Torre became a friend of the Filipinos; encouraged free speech, abolished censorship of the press and fostered free discussion of political problems. He displayed benevolence by pardoning rebels who spearheaded an agrarian uprising in Cavite. He supported the Filipinization of the parishes. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Governor General Carlos dela Torre implemented the educational decrees of another Mason, Minister of the Colonies Segismundo Moret, providing for the secularization of education and government control over certain educational institutions in the Philippines. Fearing that his attitude would promote nationalist tendencies among the Filipinos, and encourage the duplication of the Masonically led revolt in Spain, the friars conspired to remove him in 1871. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;In 1885 Emilio Terrero y Perinat a 33rd degree Mason, was appointed Governor General to the Philippines. He revived the liberal measures started by Governor General dela Torre and together with fellow Masons Jose Centeno, acting Civil Governor of Manila and Benigno Quiroga, Director General for Civil Administration, tried to cleanse the government of friar dictates and influence. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;When Rizal returned to the country on August 5, 1887, after his five-year stay in Spain, copies of his explosive novel Noli Me Tangere were already being circulated. The Archbishop of Manila had asked Terrero to ban the book immediately but the Governor General instead summoned Rizal for interview. After two meetings, Rizal earned the admiration of Governor General Terrero who, believing that he was in extreme danger assigned a lieutenant of the Civil Guards, Jose Taviel de Andrade as his bodyguard. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The novel continued to circulate and even enjoyed immense popularity especially after Terrero ignored the recommendation of the Permanent Commission on Censorship that it be absolutely prohibited. Governor General Emilio Terrero’s three year term ended in 1888 and was not renewed. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The impact and influence of Masons and Masonry in the struggle for freedom can not be denied. This is probably even more evident in the fact that our heroes were descendants of Continental Grand Orients; nurtured in the same brand of Masonry that inspired the Masonically led 1789–1799 French Revolution and the Spanish uprising of 1868. Katipunan Supremo Andres Bonifacio and General Emilio Aguinaldo were said to have studied the history of the French Revolution. Aguinaldo’s revolutionary theme, Equality, Fraternity and Liberty was definitely inspired by the French revolution. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;General Emilio Aguinaldo rose to become the principal rallying personality of the revolution; united the erstwhile divided forces and succeeded in liberating the key provinces and cities in the Archipelago. Independence was declared on June 12, 1898 in Kawit, Cavite, followed by the creation the first republican form of government in Asia. The national flag was unfurled and the national anthem, the Marcha Nacional was first played by a brass band. The first Philippine Constitution was subsequently drafted by an assembly largely composed of Masons in Malolos, Bulacan. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Filipinos were however, denied the fruits of freedom when the United States which had declared war against Spain on April 21, 1898 signed the Treaty of Paris with Spain on December 10, 1898 which was ratified on February 6, 1899. In this treaty, Spain ceded the Philippines for $20,000,000. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The Philippine-American war erupted on February 4, 1899. Aguinaldo was captured in 1901; the Americans declared total victory, and the Philippines became a colony of the United States.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Emilio Aguinaldo, made a Mason at Pilar Lodge in Imus; founder of Magdalo Lodge in Kawit, and first president of the Philippine Republic, looking back at the revolution said: &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;“The successful Revolution of 1896 was Masonically inspired, Masonically led, and Masonically executed. The malady that besets the GLP today is caused by many years of complacency among Past Grand Masters.  They allowed violations of their own constitution and ordinances.  They allowed the annual communications to be transformed into a huge social gathering that eventually focused on the coronation of the Grand Master whose election became increasingly suspicious due to electioneering and the use of king makers with massive infusion of cash and favors.&lt;br /&gt;&lt;br /&gt;2.  The claim of exclusive territorial jurisdiction of the GLP runs counter to the interpretation of many Masonic scholars and thinkers.  It reminds us of the old colonial powers that came to foreign lands and unilaterally staked out a piece of property and announced to the world that it was their exclusive territory.  This was what the American Grand Lodge of the Philippine Islands did to Masonry in the Philippines . Jurisdiction should be over the lodges, not the geographical territory.  Besides, this self-declared rule is being violated or ignored even in many states of the U.S.&lt;br /&gt;&lt;br /&gt;3.  The doctrine of exclusive territorial jurisdiction applies only to the lodges under the Grand Lodges, not the geographical territory which only a state or country may claim. The whole idea of claiming a geographic territory is self-serving and presumptuous. How may it be totally enforced, by raising an army and driving away the enemies?  It is similar to colonization and subjugation.  Other Grand Lodges in the World have thus amended their constitution to correct this anomaly.&lt;br /&gt;&lt;br /&gt;4.  The GLP’s stand on territorial jurisdiction that prohibits other Grand Lodges and lodges not under its jurisdiction is not the Filipino Mason’s concept of brotherhood.  During the Spanish regime, many lodges and Grand Lodges operated in the country on equal footing, with no territorial fights or animosities until the Americans came and established three lodges and within a span of 12 years put up a Grand Lodge exclusively for them. For more than 50 years we had Spanish, British, French, Portuguese, German and other foreign Grand Lodges working in harmony.  When the revolution erupted Filipino Masons fought together regardless of lodges and Grand Lodges.&lt;br /&gt;&lt;br /&gt;5.  Isang dakilang halimbawa nang pag-kakapatiran ang makikita sa kasaysayan ng reporma at rebolusyon sa ating bayan.  Bagama’t mga Kastila, sina Gov. Terrero   at Blanco na parehong mga Mason ay maraming natulungang mga Pilipinong Mason. Nandiyan na sina Rizal at Marcelo del Pilar.  Si Terrero ay pinalayas sa Pilipinas ng kanyang gobyerno sa udyok ng mga fraile dahil sa pag-tatakip at pag-tatanggol kay Rizal at del Pilar.  Si Blanco naman ay naipit ng umapoy na ang rebolusyon at sa nakitang pag-aaligaga nito sa pagsupil sa mga rebolusyunaryo, siya rin ay pinatalsik.  Ang di-pagaalintana sa sariling kapakanan sa ngalan nang pagtulong sa kapwa ay isang magandang aral ng Masonerya.  Malayung-malayo yata sa Masonerya ngayon.&lt;br /&gt;&lt;br /&gt;6.  Ang pagtalima sa di-makataong utos at panuntunan ay taliwas sa turo ng Masonerya.  Bakit pinapayagan ng mga past Grand Master ang patuloy na pag-sikil sa karapatan ng mga Mason sa Pilipinas gayong umaamin sila na may mga pagka-kamali nga ang mga nakaraang liderato?&lt;br /&gt;&lt;br /&gt;7.  Sayang ang mga repormang ginawa ni Grand Master Puno ukol sa eleksiyon.  Inikutan lamang ng mga king maker at mga ambisyosong kandidato sa JGW.  Eleksiyon na naman.  Ano kayang milagro ang mangyayari?&lt;br /&gt;&lt;br /&gt;8.  The Constitutions of Masonry were premised on “benevolent dictatorship.”  Although it was very reminiscent of medieval patronage politics, it was workable at a time when service and pure intentions for Masonry were the prime qualifications of a Grand Master.  It was never in the minds of the framers of the constitution that abuse could be possible.  They must be stirring in their graves today.&lt;br /&gt;&lt;br /&gt;9.  The Filipino Masons did not get and were not given a chance to put up their own Grand Lodge because of their subservience to Spain .  They saw their chance after the revolution but their republic was short lived because of the invasion by the Americans.  When Spain ceded the country to the U.S. all hopes were lost.  American Masons followed the American doctrine of ownership of war spoils and claimed the Philippines as their own territory.&lt;br /&gt;&lt;br /&gt;10.  It is unfortunate that GLP continues to subscribe to the idea of exclusive territorial jurisdiction which was not observed during the Spanish regime in the country.  In fact this doctrine imbedded in the Constitution was purely an American imposition. It is in conformity with Decision No 367 of the Grand Lodge of California adopted in 1912 to justify its claim of territorial jurisdiction.   This doctrine was practiced by the Grand Lodge of California who sponsored the three Lodges that set up the Grand Lodge of the Philippine Islands: Manila Lodge No. 342 in 1901, Cavite Lodge No. 350 in 1903 and Corregidor Lodge No.386 in 1907.  Why the gap of four years before another lodge in Manila ( Corregidor ) was established?  In 1905, a move was initiated by some Americans to establish a 2nd blue lodge in Manila (after Manila Lodge) but it was temporarily shelved because it was feared that should a charter be issued for a new lodge,  an effort will subsequently be made towards the establishment of a Grand Lodge which Filipinos may join. Indeed it was true.  The Grand Lodge of the P.I. was established in 1912 but as an American Grand Lodge and solely for Americans.  There was no initial intention to admit Filipinos and indeed there was no growth for three years while Filipino lodges were enjoying relative freedom and old lodges were being re-established. The Regional Grand Lodge of the Philippines was formed on September 9, 1906 and was working for the support of Grand Master Miguel Morayta of the Grande Oriente Espanol, friend and benefactor of Filipino Masons. Most probably, aware of such activities and the exigency arising, the Americans allowed the establishment of Bagumbayan Lodge No.4 in 1915, ostensibly with a mixed membership, to finally allow and entice Filipino Masons whose lodges outnumbered the American lodges.  It is sad that an American imposed rule used to successfully over run Filipino Masonry is still being enforced by Filipino Grand Masters to subjugate fellow Filipino Masons.&lt;br /&gt;  &lt;br /&gt;11.  The Grand Lodge of Oregon amended its Constitution in June 1977 to redefine its definition of territorial jurisdiction.  Part of its Constitution now declares that the Grand Lodge of Oregon has “original jurisdiction for all matters pertaining to Ancient Craft Masonry for its members in the state of Oregon .”  This paved the way for its recognition of Prince Hall Masonic Grand Lodge in the state of Oregon .  The state of California also has a Prince Hall Grand Lodge, so are Massachusetts, Texas, Washington, Pennsylvania, Philadelphia, Illinois, New Jersey-Newark, Maryland, Arizona, New York, Virginia-Richmond, New Mexico, Oklahoma, Georgia Ohio, Michigan, North Carolina, Nebraska, Connecticut, Alabama, Mississippi and a host of other American states.  Like the Berlin wall, old barriers are falling down in favor of equality and brotherhood.&lt;br /&gt;&lt;br /&gt;12.  At what point did amity or friendship translate itself into “recognition”?  Why is territorial jurisdiction invoked in the so-called standards of recognition?  Recognition and geographical boundaries defining territorial jurisdiction, by their very nature are political.  They create a barrier of discrimination.  This is anathema to the claim of universality.  In the new World order, trade, travel, employment and even monetary systems are breaking down barriers without fear of surrendering a country’s sovereignty.  By continuing the practice this anachronistic doctrine of “recognition” and exclusive territorial jurisdiction, Masonry shall stagnate and the golden teachings it is supposed to propagate shall be relegated to history books.  There are enough safeguards in the fraternity to prevent pretenders and usurpers. A.M. of the Philippine Islands&lt;br /&gt;Cavite Lodge No. 2, Cavite City&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;   &lt;br /&gt;Memorable episodes in history are not always played by famous, powerful men but by ordinary men.  The great gothic cathedrals of Europe, still standing magnificent today were built by artisans who remain faceless except for the fact that they were known as Masons from whom, it is said our Fraternity derived its origins.  Great revolutions were fought and won not really by generals but by men who were willing to sacrifice their lives for love of country and the principles they decided to embrace.&lt;br /&gt;&lt;br /&gt;Masonry was both a profession and a revolution; it started as a band of men who, in the exercise of their trade and in their quest for excellence, turned their backs from traditional building concepts and introduced new methods that revolutionized architecture at that time.  When Masonry ceased to be operative and became speculative, it was during the revolutionary age of new sciences and philosophies that so enraged religious fanatics.  But history has told us that truth, when genuinely sought for and correctly pursued, could victoriously emerge no matter how big and ruthless the opposition might be.&lt;br /&gt;&lt;br /&gt;Being born and nurtured in revolutionary ideas, many Masons continued to search for truth and embraced the same spirit of change.  They became the primary advocates of democracy, putting themselves in forefront and giving their lives in order to place liberty, equality and fraternity in the principles of government of many nations.  Our national heroes are some of them.&lt;br /&gt;&lt;br /&gt;And I venture to say without sounding very presumptuous that I am convinced, you – Masons of the IGLPI came from the same stock of Masons.&lt;br /&gt;&lt;br /&gt;You are now part of a legacy whose only judge is history.&lt;br /&gt;&lt;br /&gt;Because of your unswerving faith and belief in the true essence of liberty, equality and fraternity, your Grand Lodge is a democratic institution.  We have a constitution that enshrines your rights. You have ratified the essential codes – the Administrative, Judicial, Election and Appointments Codes, together with the Uniform Code of By-laws for Member Lodges that will guide us and the future generations of Masons in the government of the Craft in this jurisdiction.  In all these, you had exercised your right to be heard and be a part in the formulation of these instruments.  And by your exercise of suffrage, you have now formed a new set of officers.  Brethren, from these foundations we shall build.&lt;br /&gt;&lt;br /&gt;Year 2006 was a year of change.  2007 was a year for a fresh start.  Let 2008 therefore, be a year for sustaining progress from a fresh start by putting Masonry in the heart -  a year of building strength; a year of building bridges to society; a year of building knowledge and values; a year of building stronger ties among the families of Masons.&lt;br /&gt;&lt;br /&gt;I see four main thrusts in our collective effort.  One is strengthening our organization.  We shall sustain our growth by observing our pledge to admit only men of principles and genuine interest in the Craft; by initiating them to the solemnity of our ceremonies and by showing them how Masonry works.&lt;br /&gt;&lt;br /&gt;This year has been a tiring yet, a banner year for our lodges as they received numerous petitions for membership and raised many master Masons.  Many more petitions are being received; many highly qualified candidates are ready for admission.  These signify that sincerity and truth are our greatest allies and membership builders.  Also talks that many brethren are simply waiting a time with patience until we have set our system at work are proving to be true.  Next year expect new lodges under dispensation and more solid members in our roster.  These developments signify belief and confidence in our advocacy and that around us are many adherents to the reforms we have chosen to undertake.&lt;br /&gt;&lt;br /&gt;The other thrust is strengthening Masonic formation.  Education is one of the keys of enlightenment and formation.  Education is always a continuing process.  Masonic education is more than learning the correct rituals but the correct values and philosophies that shall help us find the true word.  We shall follow the mandate of our constitution and establish a Masonic Institute that can carry on a continuing program that shall serve as a blueprint for formal Masonic related courses.  This is the only way by which a more profound and professional approach to education and Masonic formation could be achieved.&lt;br /&gt;&lt;br /&gt;Another thrust is strengthening Masonic image in the eyes of the public.  Negative things have been imputed against Masonry even before it came out openly in the public.  And some zealots still cling to their misguided perception of the fraternity.  In our country, our people may be less indignant and confrontational but we know that misinformation and indiscretions among a few brethren and the mercenary motives of some misplaced members have somehow eroded the respect to our Fraternity and the contribution of Masonry to the society.&lt;br /&gt;&lt;br /&gt;On the other hand, the greatest indictment of Masons is the question of the relevance of Masons to the society today.  We can not afford to rest forever in the laurel wreaths of our heroes nor hide behind a wall of complacency.  A public view that describes Masonry as nothing but ceremonies, fellowship and business connections hurts the very core of our existence.  Masonry was founded on duties dedicated to God, country, family, neighbor and oneself. It makes us search for Light.  It instructs us to find the word or a key thereof that may lead us to that temple not made with hands eternal in the Heavens.  It relies on God given talents that are expected to be fully utilized and shared.  To this end, let us pool our collective expertise and share time and effort in the service to our communities; at the same time observing the teachings of the Craft and using Masonic formation as our primary working tool.&lt;br /&gt;&lt;br /&gt;Finally, let us strengthen Masonic ties among our families.  The family is the first as well as the last bastion of a civilized society.  Future generations shall rely on the strength of their families. &lt;br /&gt;&lt;br /&gt;One thing that is highly remarkable in our organization today is the assistance of our families in our public functions.  Let us endeavor to preserve this and go a step farther by providing our families more opportunities to see the beauty of our Fraternity.&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;THE MISSION AND VISION OF THE GRAND LODGE&lt;br /&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;br /&gt;The great ideals and tenets of Masonry have provided the foundational bases of the mission and vision of the Fraternity, foremost of which are those that relate to the life, duties and responsibilities of a Mason.  They are concerned with the spiritual and temporal aspects of one’s God given life in this planet.&lt;br /&gt;&lt;br /&gt;As members of our lodges and the Grand Lodge therefore, no other mission can ever be greater than to make the mission of the Craft our mission - to internalize all its teachings, and devote our time and effort toward the fulfillment of our duties as Masons.&lt;br /&gt;&lt;br /&gt;Hence, the mission of the IGLPI is to promote and propagate Masonry and inspire, by precept and example a firm adherence to its tenets, transmitting them unsullied, from generation to generation to fellow Masons, whither-so-ever dispersed.  &lt;br /&gt;&lt;br /&gt;Our vision is a Grand Lodge that is democratic and concerned primarily in uniting lodges and their members in the “grand design of promoting happiness.”&lt;br /&gt;&lt;br /&gt;Furthermore the IGLPI sees:&lt;br /&gt;&lt;br /&gt;·         A Grand Lodge that is progressive and dynamic, with a sustained but orderly growth.&lt;br /&gt;·         A Grand Lodge that provides for a continuing study of human philosophy in aid of human improvement, as well as of the art and sciences from where, it is said the Craft began.&lt;br /&gt;·         A Grand Lodge that can inspire and serve as a blueprint for Masonic organizational reforms.&lt;br /&gt;&lt;br /&gt;After a year of labor, our Grand Lodge has succeeded and proven its capability to organize and to provide the essential instruments of governance. Bagong Ilaw Lodge Nr 6 was the Host Lodge assisted by La Naval Lodge Nr 7 and Mendez Nunez Lodge Nr 8. The Theme was – “Sustaining Progress From a Fresh Start by Putting Masonry in the Heart. “&lt;br /&gt;&lt;br /&gt;The Grand Lodge was opened by the RW Nicolas G. Ricafrente, Deputy Grand Master (DGM) at around 10:00 a.m. The Reception of the Grand Master followed, thence the Flag Ceremony, the Salute to the Flag by Bro JW Manolo M. Contreras of Pilar Lodge Nr 3, the Grand Lodge Hymn, the Roll Call by RW Armando L. Quion, Grand Secretary, the Invocation by VW Bayani R. Leoncio Grand Chaplain, the Grand Oration by VW Reynaldo D. Generillo, Grand Orator.&lt;br /&gt;&lt;br /&gt;The Plenary Session thence commenced with the Report of the Legislative Council, Report of the Judicial Council, Deliberation and Ratification of the Election and Appointments Codes, Judicial Codes, Administrative Codes, Uniform Code of By-Laws for Member Lodges, By-Laws of Masonic District No 1. The Codes were moved, seconded and approved or amended by the Assembly in an Article by Article sequence and thence the whole Code. Several Resolutions were presented and also moved, seconded and approved by the Assembly. The procedure was smooth and expeditious as beforehand, during the various Lodges Meetings, District Meetings and District Convention, exhaustive time and efforts were done on the various Codes. The Grand Master distributed a book bind copy of the IGLPI Constitution and Codes to each Lodge Worshipful Master for their reference. The Assembly recessed for lunch by 12:30 p.m. and resumed by 1:30 p.m.&lt;br /&gt;&lt;br /&gt;The Grand Master presented the Past Master Apron to WB Rodolfo Massido, a Past Master of St Augustine Lodge Nr 300 who served as WM of the Lodge for seventeen (17) months. A Resolution was submitted by Emilio Aguinaldo Memorial Lodge Nr 5, where WB Massido is an affiliated dual member, to award the Past Master Apron to WB Massido for his faithful and worthy Masonic services to the Fraternity as WM of a duly constituted Lodge and as provided for by the recently ratified IGLPI Administrative Codes.. The Resolution was approved in the District Convention of Masonic District Nr 1, IGLPI last November 18, 2007. The Grand Master affirmed the Resolution.   &lt;br /&gt;&lt;br /&gt;The Grand Assembly suspended its labors and the Grand Master and as President opened the Annual General Corporate Meeting of the IGLPI Incorporated. The President, reported to the Corporate Body, the SEC Certificate of Incorporation, its general by-laws, the summary of its Board Meeting held last November 28, 2007, the status of its funds, the dual personality as a Fraternity and as an Incorporation. A Motion was made to appoint SW Atty Ariel Jawid as the IGLPI Inc Corporate Counsel. The Motion was Seconded and Approved by the Body. There being no other business, the President Adjourned the Annual General Corporate Meeting by around 2:00 p.m.&lt;br /&gt; &lt;br /&gt;The Grand Master resumed the labors of the Grand Assembly. The Reports of the District Grand Supervisor, Grand Inspector General, Grand Treasurer, Grand Auditor, Grand Secretary were read, and were Moved, Seconded and Approved by the Assembly. The&lt;br /&gt;Four Edicts of the Grand Master were also read and were Moved, Seconded and Approved as it also has further completed its purpose. The 3 Edicts concerns the interim approval of the various Codes pending their ratification by the Grand Assembly. The Grand Master then delivered his Report. The Grand Master then presented several awards.&lt;br /&gt;&lt;br /&gt;The Election process followed with the Grand Master assuming as Chairman of the Election Board. The Chairman, Council of Elders, VWB Edgardo Reyes, PDDGM, then announced the Nominees for election of Grand Officers. The Electoral Tribunal chaired by VW Francisco G. Supnet, Grand Legal Officer, was sworn in. Election Supervisor and Marshals were appointed by the Chairman, Election Board. Administrative instructions were announced. The Nominees for Junior Grand Warden gave a five minute talk. A Recess was called and the Hall was arranged for election. Upon resumption, a total of forty-eight (48) electors were accredited. The following were elected:&lt;/div&gt;&lt;div align="center"&gt;&lt;br /&gt;&lt;br /&gt;            Grand Master                           -  RW Nicolas G. Capuyan&lt;/div&gt;&lt;div align="center"&gt;Junior Grand Warden               -  VW Cesar D. Go&lt;br /&gt;            Grand Treasurer                       -  VW Reynaldo D. Generillo&lt;br /&gt;            Grand Secretary                       -  RW Armando L. Quion&lt;br /&gt;            Grand Auditor                          -  RW Roxy H. Sarmiento&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;br /&gt;The incoming Grand Master, RW Nicolas G. Ricafrente deliverd his Remarks and announced the appointment of the Grand Line Officers. He also announced the appointment of VW Aldo G. Olaguer as the District Grand Supervisor, VW Eduardo V. Bayot as the Grand Lecturer, VW Bernardo Marges as the Grand Inspector General among others.&lt;br /&gt;&lt;br /&gt;The Grand Lodge was recessed by around past 6 p.m. The incoming Grand Officers were then briefed of the Installation of Grand Officers Ceremony.&lt;br /&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Second Day:&lt;br /&gt;&lt;br /&gt; The Seminar and Workshop were convened at Bagong Buhay Lodge Nr 4. The Lodge Management and Leadership Seminar, the Rituals and Floorworks Workshop for Marshals, Deacons, Tylers, Stewards, and the Masonic Education for Newly Raised Masons were conducted. Lunch followed. The Conferral of Past Master’s Degree was done with VW Eduardo V. Bayot as Conferral Master.&lt;br /&gt;&lt;br /&gt;The Grand Lodge labor was resumed at Cavite Lodge Nr 2 IGLPI at about 3:30 p.m. Reception for the Guest of Honor and Speaker RT Rev Pedro C. Ojascastro, Bishop of the&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;Diocese of Cavite, Iglesia Filipina Independiente was done. Bishop Ojascastro is a member of Cavite Lodge Nr 2.&lt;br /&gt;&lt;br /&gt;The Grand Master delivered his Valedictory Address and was given a standing ovation.&lt;br /&gt;&lt;br /&gt;The Installation Ceremony for Grand Lodge Officers used by the IGLPI was adopted from the ceremony used by the GLP and the Grand Lodge of Wisconsin. The current officers retired from the lodge and the incoming Grand Officers were formed. They entered in two (2) columns, stopped and faced inward as the seven (7) elected Grand Officers entered and proceeded to their assigned seats and stations. Then the Grand Assembly was seated. The Grand Tyler and Grand Marshal were first charged and installed and started their duties. The Grand Marshal assisted the Grand Master by being the Master of Ceremonies. The group of Grand Inspectors were called, presented, charged and installed, followed by the Grand Lecturers, and the District Grand Supervisor. The Group of the Grand Senior and Junior Stewards;  the Grand Legal Officers/ Grand Bible Bearer/ Grand Standard Bearer/ Grand Sword Bearer/ Assistant Grand Secretary/ Assistant Grand Treasurer/Grand Organist  were called, presented charged and installed. The group of Grand Treasurer/Grand Secretary/Grand Auditor were called, presented, charged and installed.  The Grand Senior Warden and the Grand Junior Warden were called, presented, charged and installed. The Deputy Grand Master was called, presented, charged, and installed. Finally, the Grand Master was called, presented, told to pray, charged, affirmed his ascent to the ancient charges and regulations, and installed as he knelled at the altar and placed himself as a Master Mason. He was invested with the Grand Master collar and his hat. He proceeded to the East, was presented with the gavel. The Master of Ceremony made the Proclamation. The Grand Assembly saluted the new Grand Master with Grand Honors. The Grand Master delivered his Inaugural Address&lt;br /&gt;&lt;br /&gt;The Grand Master introduced the Guest Speaker. Bishop Pedro C. Ojascastro delivered his Address. A Plaque of Appreciation and a Memento were given to the Guest Speaker.&lt;br /&gt;&lt;br /&gt;The Grand Assembly was closed at around 6:30 p.m, in short form by the Grand Master&lt;br /&gt;&lt;br /&gt;Fraternal dinner followed.&lt;br /&gt;&lt;br /&gt;It was something different from what we normally witness. It was well attended, with guest from other Grand Lodges, and the sisters of Brethren. It was a very solemn, inspiring, public ceremony. Its report on the Philippines follows”&lt;br /&gt;&lt;br /&gt;“ On July 8, 2006, nine Lodges in two Masonic districts of the Grand Lodge of the Philippines declared their independence from the Grand Lodge and announced the formation of a new Grand Lodge, subsequently called the Independent Grand Lodge of Free and Accepted Masons of the Philippine Islands. The Lodges turned in their charters and were issued new ones by the new Grand Lodge. The Grand Lodge of the Philippines summarily declared these Lodges, its members and anyone else who joined them to be clandestine. Even though the reasons for this separation may be valid and the Lodges are regular in origin and practice, the new Grand Lodge was not legally constituted, and they do not have exclusive territorial jurisdiction in the Philippines. It is therefore the opinion of the Commission that this Grand Lodge does not meet the standards for recognition…”&lt;br /&gt;&lt;br /&gt;The IGLPI states that the opinionated report does NOT refer to the IGLPI. On July 8, 2006, nine Lodges from Leyte and Samar Provinces, Philippines of two Masonic Districts of the GLP declared their independence and formed the UNITED GRAND LODGE of the PHILIPPINES (UGLP). No charter was turned-in or new ones issued. The GLP did NOT summarily declare the Lodges or their members or anyone joining them “CLANDESTINE”.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ON GRAND LODGE RECOGNITION&lt;br /&gt;&lt;br /&gt;Freemasonry is universal and is a worldwide organization. It is ancient and exist in many parts of the world. Freemasons are organized in the smallest group called a Lodge. Several Lodges are thence organized into a District or Bodies; with Districts further organized into a Provincial Grand Lodge, or a Regional Grand Lodge and the larger organization called. a Grand Lodge or a Grand Orient. Each Grand Lodge is autonomous. In each country, state, province, region or even a big City, you find a Grand Lodge or many Grand Lodges&lt;br /&gt;&lt;br /&gt;In the practice of the principal tenets of Brotherly Love, Relief and Truth, we maintain ties of friendship and brotherly affection with other Masons around the world. If you belong to the same Lodge or under the same District or Regional Grand Lodge or Provincial Grand Lodge or a Grand Lodge, then you are covered or bounded by similar rules and regulations; practice the same rituals, customs, traditions; governed by a common Constitution, Edicts, General Regulations.&lt;br /&gt;&lt;br /&gt;If you leave your grand jurisdiction, or travel or settle in another land where there exist a Freemason Lodge; thence, there are rules that will govern your Masonic conduct.&lt;br /&gt;&lt;br /&gt;It is correct that wherever you are, your Mother Lodge has jurisdiction over you.&lt;br /&gt;&lt;br /&gt;You are obliged or feel obliged to maintain your Masonic ties, i.e. communicate, attend their activities or fellowships, etc; with other Masons or Lodges in the locality, thence, you will be governed by certain rules of conduct. These governing principles, standards, policies, guidance, coordination, agreements, rules are normally embodied in a document that are traditionally incorporated in the so-called RECOGNITION ACT between Grand Lodges. This process started probably after the division and unification of the “Ancients” and the “Moderns” lodges of the Grand Lodge of England. The split created schism, quarrels over domains, territories; quarrels and competition in the formation of lodges; and the worst of all is when they called each other as “clandestine”; and hence ALL their off-springs are deemed also “clandestine”. It may have started with the issuance of a WARRANT, which authorizes individuals to form Lodges as a basis for regularity and which later expanded to a more sophisticated process of weeding out the so-called “secret societies” or Triads which imitates the rituals or forms of Freemasonry. Later, it has been criticized as a tool for elitism and tended to confine the fraternity among a select group or an existing group; maintaining the status quo and isolating others who may wish to from another Grand Lodge. It was even criticized as a racist tool to prevent the formation of Grand Lodges among the non-white. But by and large, the recognition act either led to the spread of Freemasonry or caused enmity between Grand Lodges and fostered criticism of the Fraternity which preaches harmony.&lt;br /&gt;&lt;br /&gt;But, between MASONs, there are ways and means by which one may know or RECOGNIZE the other to be a MASON and a BROTHER. This is the more important and sacred to any Brother which will open the doors of brotherhood, relief and truth.&lt;br /&gt;&lt;br /&gt;If your Grand Lodge does not expect to go beyond the boundaries of your Lodge or Grand Lodge jurisdiction or does not see it fitting or proper for its members to communicate outside of its core membership, then recognition may not be pursued. There exist many Grand Lodges in the world that are not recognized nor even seek recognition for whatever reasons there may be.&lt;br /&gt;&lt;br /&gt;As one defines a Grand Lodge as an assembly of elected lights of the lodge, the immediate past masters, the grand lodge officers, which is opened annualy or quarterly to meet and discuss matters, approved laws, elect new officers, hear and approve reports, etc. With this definition, are we limiting ‘recognition” to this assembly only?&lt;br /&gt;&lt;br /&gt;If for certain reasons, “recognition” is not sought for, why then give so much emphasis on this issue as if, it becomes the gateway to be accepted among the elites; and to deny access to this exclusive club to any and all others. If a Grand Lodge, which by self-serving basis and for political reasons of being afraid to be dismembered; unilaterally declares any other aspiring or forming Grand Lodge to be “illegal”, “irregular” ‘clandestine” or “spurious”; and will asked the other members of the elite club to do the same; where does Freemasonry goeth? What more if the new Grand Lodge was a product of Lodges decision to separate for very valid reasons?. Are we propagating a new version of Masonry as a “brotherhood of FEW SELECTED men under the Fatherhood of GOD” ?. Will you exclude the other duly made MM in duly constituted Lodges but whose Grand Lodge is declared “illegal”, “spurious”, “clandestine”, or “irregular” or “not recognized”? by another based on her own definitions?&lt;br /&gt;&lt;br /&gt;So, what are the Standards of Recognition by which each Grand Lodge may grant full and complete Masonic recognition to another Grand Lodge? What are these distinct criteria where, Grand Lodges exchange Grand Representatives? What are these conditions where all other actions normally associated with Masonic recognition between Grand Lodges are made?&lt;br /&gt;&lt;br /&gt;The following are the Standards of Recognition of the Grand Lodge of the District of Columbia F.A.A.M. in USA.:&lt;br /&gt;&lt;br /&gt;1. Belief in the G.A.O.T.U. and His revealed will.&lt;br /&gt;&lt;br /&gt;2. All Initiates in lodges under the Grand Lodge take their Obligations on or in full view of the open Volume of the Sacred Law.&lt;br /&gt;&lt;br /&gt;3. The three great Lights of Freemasonry are always exhibited when the Grand Lodge or its Subordinate Lodges are at work&lt;br /&gt;&lt;br /&gt;4. The membership of the Grand Lodge and individual Lodges is composed exclusively of men; and no Masonic relations are had with mixed lodges or bodies which admit women to membership.&lt;br /&gt;&lt;br /&gt;5. The Grand Lodge was established lawfully by a duly recognized Grand Lodge or by three or more Lodges which can show that they have consistently professed and practiced the established and unaltered principles of regular Freemasonry.&lt;br /&gt;&lt;br /&gt;6. The Grand Lodge has sovereign jurisdiction over the Lodges under its control. It is a responsible, independent, self-governing organization, with sole, undisputed and exclusive authority over the Craft or Symbolic Degrees. It is not in any way subject to, nor divide such authority with, a Supreme Council or other Power claiming control or supervision over those degrees; and it does not extend its authority into, or establish lodges in, a territory occupied by a lawful Grand Lodge, without the expressed consent of said Grand Lodge.&lt;br /&gt;&lt;br /&gt;7. The Grand Lodge recognizes and believes that the dominant purposes of Freemasonry are charitable, benevolent, and educational. Discussion of sectarian religion and partisan politics is strictly prohibited from all activities under their auspices; and the principles of the Ancient Landmarks, usages and customs are strictly observed.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The COMMISSION on INFORMATION for RECOGNITION of the CONFERENCE of GRAND MASTERS of MASONS in NORTH AMERICA adopts, since the 1950’s, the following STANDARDS for RECOGNITION of GRAND LODGES:&lt;br /&gt;&lt;br /&gt;1. LEGITIMACY OF ORIGIN - - That the Grand Lodge has been lawfully formed by at least three just and duly constituted Lodges, or that it has been legally recognized by a Grand Lodge in fraternal relation with the Grand Lodge from whom recognition has been requested. That such Grand Lodge must be “under the tongue of good repute” for an adequate number of years before such fraternal recognition is extended. An existence for such a period as satisfies the Grand Lodge whose recognition is sought, during which time the highest standards of the Craft have been practiced by the applicant Grand Lodge, may cure what would otherwise be considered illegitimacy of origin.&lt;br /&gt;&lt;br /&gt;2. TERRITORIAL SOVEREIGNTY - That it is an independent, self-governing organization, having Masonic authority within the governmental territory over which it assumes jurisdiction - - - whether Country, Province, State or other political subdivision; or else shares such exclusive territorial jurisdiction with another Grand Lodge by mutual consent and/or treaty.&lt;br /&gt;&lt;br /&gt;3. ANCIENT LANDMARKS - - That it subscribes fundamentally, ritualistically and in all its relations to the Ancient Landmarks, Customs, and Usages of the Craft. This requires adherence to the following:&lt;br /&gt;&lt;br /&gt;a. MONOTHEISM - An unalterable and continuing belief in God.&lt;br /&gt;&lt;br /&gt;b. The Volume of the Sacred Law - an essential part of the furniture of the Lodge.&lt;br /&gt;&lt;br /&gt;c. Prohibition of the discussion of Religion and Politics.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The issue of “Territorial Jurisdiction” varies in many countries or states in USA. States like Arizona, District of Columbia, Indiana, North Carolina, Texas, Wisconsin, Wyoming, and such other Grand Lodges as in England refers to sovereign jurisdiction&lt;br /&gt;over the Lodges under its control and not to political territorial jurisdiction reserved only to sovereign governments of such countries. Hence, in some states, we find a Grand Lodge existing with another Grand Lodge, both of which are duly recognized by other Grand Lodges. The issue of mutual consent or treaty prior to allowing another Grand Lodge to be established has become an issue devoid of Brotherly Love and created more divisiveness for Masonry. There are countries where a Grand Lodge exist; however there also exist Lodges or even Regional Grand Lodges that were constituted and under the jurisdiction of other Grand Lodges. Hence the issue of territorial jurisdiction or exclusive territorial jurisdiction, or concurrent jurisdiction, or of supreme Masonic authority becomes a divisive cause of quarrels and enmity between Grand Lodges and a further criticism of Masonic harmony and unity .In effect, this “doctrine of territorial jurisdiction” is no longer useful&lt;br /&gt;&lt;br /&gt;In the Philippines there EXISTED / EXIST 14 Grand Lodges or Provincial Grand Lodges or Regional Grand Lodges or Supreme Councils or Grand Orient since the late 19th century. There were quarrels over the issue of territory with the other claiming an “Open Masonic country” and the others claiming “exclusive territorial jurisdiction”. It was an issue of a new power USA and a declining power Spain. Apparently, after the Philippines; wherever the American Armed Forces went, the GLPI followed suit and also masonically “INVADED” Japan, South Korea, Guam, China, South Vietnam.to claim “exclusive Masonic jurisdiction” in the FAR EAST where there are NO Masonic Grand Lodges despite the presence of Lodges or Regional Grand Lodges of other countries or jurisdiction. See, how everyone is being shut out. Is it an issue of who organized a Grand Lodge first? Or does it imitate the acts of travelers who landed in foreign soils and declares the land as a territory of the King !( – poor natives indeed…) because NO power has done so?.&lt;br /&gt;&lt;br /&gt;At the Lodge level, there is still the lingering issue of “Lodge territorial jurisdiction”. Lodges claim territories. Therefore, applicants should apply in a Lodge nearest their residence, otherwise the other Lodge will complain. Except for the police, military or the diplomats, all others must comply with the “residency rule”. Even visiting Masons fall under the jurisdiction of the nearest Lodge.This becomes more confusing and irrelevant with 24 Lodges located in the same Grand Lodge Temple in Manila, or so many more Lodges located in the Scottish Rite Temple in Manila. How do you divide Manila into a lodge territorial jurisdiction? The answer - - make Metro Manila an “open Masonic area”. So what gives in a larger scenario?&lt;br /&gt;&lt;br /&gt;For want of membership, this “residency rule” or “Lodge territorial jurisdiction rule” had been disregarded byLodges. Members desire for a particular Lodge for many reasons; and so, residence is “faked” to appear within the Lodge vicinity. Thus despite rules, lodges had to adapt . Indeed a time to change.&lt;br /&gt;&lt;br /&gt;What then are the rules in the Philippines.The Grand Lodge of the Philippine Islands (GLPI) adopted on January 27,1932 the Standards of Recognition used by the Grand Lodge of England. These are the following:&lt;br /&gt;&lt;br /&gt;1. Regularity of Origin - - i.e. each Grand Lodge shall have been established by a duly recognized Grand Lodge or by three or more regularly constituted Lodges.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;2. That a belief in the Great Architect of the Universe and His revealed will shall be an essential qualification for membership.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;3. That all initiates shall take their Obligation on or its full view of the open Volume of the Sacred Law, by which is meant the revelation from above, which is binding on the conscience of the particular individual who is being initiated.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;4. That the membership of the Grand Lodge and individual Lodges shall be composed exclusively of men, and that each Grand Lodge shall have no Masonic intercourse of any kind with mixed Lodges or Bodies which admit women to membership.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;5. That the Grand Lodge shall have sovereign jurisdiction over the Lodges under its control;i.e. that it shall be responsible, independent, self-governing organization, with sole and undisputed authority over the Craft or Symbolic Degrees within its own jurisdiction; and shall not in any way be subject to or divide such authority with a Supreme Council or other Power claiming any control or supervision over those degrees.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;6. That the three Great Lights of Freemasonry shall always be exhibited when the Grand Lodge or its Subordinate Lodge are at work, the chief of this being the Volume of the Sacred Law.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;7. That the principles of the Ancient Landmarks, customs, and usages of the Craft shall be strictly observed.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;By and large, based on the above; the Independent Grand Lodge of the Philippine Islands (IGLPI) SATISTFY the Standards of Recognition for new Grand Lodges.. The IGLPI is indeed REGULAR in origin. It was established by three or more duly constituted Lodges. It was constituted in a regularly held ceremony with authority emanating from the manifested free will and accord of the governed Lodges through “Lodge Resolutions” passed by the majority or unanimously of the members present in a regularly held Stated Meeting, to separate from the present Grand Lodge and join or form a new Grand Lodge. It does NOT need a Warrant from another Grand Lodge, as it is NOT forming a Regional or a Provincial Grand Lodge under the former. Following Masonic traditions in other Grand Lodges, it did not ask the former Grand Lodge of any permission to separate and form another Grand Lodge. It exercises jurisdiction and sovereignty over its Subordinate Lodges It complies with the standards of Ancient Landmarks. Some of our Lodges were constituted much earlier than the Grand Lodge of the Philippine Islands / Grand Lodge of the Philippines and thus, the GLP was a creation of one of our Lodges.&lt;br /&gt;&lt;br /&gt;The process of recognition takes a short period or even hundreds of years. When the Grand Lodge of England recognized the Prince Hall Grand Lodge of Massachusetts in December 1994; the Grand Lodge of the Philippines followed suit in 1998 with the CONDITION, that the Prince Hall Grand Lodge will NOT constitute any other Lodge in the Philippines and will ALLOW the existing Prince Hall Grand Lodge - MABUHAY LODGE at Angeles City, Pampanga, Philippines to continue. Many more Grand Lodges in Northern part of USA also recognized the Prince Hall Grand Lodges. However other Grand Lodges in the Southern part of USA still have not recognized the Prince Hall Grand Lodges. The GLP took a long time and was Nr. 25 in recognizing the Grand Lodge of Japan, which BROKE away from the GLP. Further the GLP imposed conditions like; that the GLJ allow the other GLP lodges in Japan and Okinawa to exist and remain under the jurisdiction of the GLP and for its equity share in the Tokyo Masonic Temple. In 1912-1913, the Gran Logia Regional de Filipinas of the Gran Oriente Espanol questioned and complained the formation of the Grand Lodge of the Philippine Islands. The GLPI/GLP in 1922-1923, petitioned the Grand Oriente Espanol to STOP constituting new lodges in the Philippines and to arrest or recall the Charters of Lodges it has issued earlier. The GLPI/GLP also questioned or petitioned the formation of the “Gran Logia del Archipelago de Filipinas”(in the 1920-1922) by the Grand Oriente Espanol from among its original Lodges and other newly formed lodges in the Philippines. The Grand Lodge of Scotland imposed a condition that her Perla del Oriente Lodge in the Philippines should continue to remain under the jurisdiction of the Grand Lodge of Scotland before she recognize the Grand Lodge of the Philippines for reasons that the Lodge existed before the GLP. There are many more old and recent controversies over such issue of “recognition” of Grand Lodges. As if, it makes you a “better man” if you become branded internationally. Or the contrary prevails, that it only for “mercenary motives”.&lt;br /&gt;&lt;br /&gt;Such is the process. It takes time to mature. There will be conditions to be imposed. There will be negotiations to pursue. By and large, the issue of territorial jurisdiction is the most controversial; having been violated if not disregarded; otherwise it is imposed, on case-to-case basis at the will and pleasure and interest of the Grand Lodge.&lt;br /&gt;&lt;br /&gt;So back to the question – “ What makes you a Mason?”, “How do I know you to be a Mason?”,” Where were you made a Mason?”.&lt;br /&gt;&lt;br /&gt;The IGLPI will await their time with PATIENCE. The Code codified the principles and rules of governance of the Grand Lodge and its Subordinate Lodges. It provides for structures and procedures that will provide for effective management and administration of the affairs of the Grand Lodge and the Subordinate Lodges.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Among the underlying principles of the IGLPI is the system of democratic governance; the empowerment of Lodges; the exact role of Grand Lodge to serve the Lodges; the responsibilities, authorities and accountabilities of officers; electoral reforms; brethren – friendly and lodge-supportive; respect to the value, dignity and rights of men&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;The First Principle states -  the true power of Freemasonry belongs to the Subordinate Lodges and the Grand Lodge merely exercises administrative functions over them. The power of governance comes from the Subordinate Lodges and the authority of the Grand Lodge emanates from them.&lt;br /&gt;&lt;br /&gt;The Second Principle states – It is the primary function of the Grand Lodge to preserve, protect, promote, and propagate the tenets and ideals of Freemasonry, and to enhance the welfare of the Fraternity and the Lodges under its jurisdiction. It shall provide mechanisms to foster and preserve harmony and unity among the Lodges and their members through effective executive, legislative, and judicial measures that are fair, just, and consistent with Masonic Laws, General Regulations and Ancient Landmarks…&lt;br /&gt;&lt;br /&gt;The Third Principle states – The Grand Lodge values the dignity of every man and Mason and guarantees full respect of his rights.&lt;br /&gt;&lt;br /&gt;The Fourth Principle states  -  The right of the Subordinate Lodges to effective and reasonable participation at all  levels of decision-making shall not be abridged. The Grand Lodge shall, by legislation, facilitate the establishment of adequate consultation mechanism with its regions, districts, and Lodges.&lt;br /&gt;&lt;br /&gt;The Fifth Principle states -  The Grand Lodge shall ensure the autonomy of its Subordinate Lodges, limited only by a strict adherence to the Landmarks of the Order and to its Constitution, Codes, By-Laws, Edicts, Rules and Regulations of the Grand Lodge and the General Rules and Regulations of Freemasonry&lt;br /&gt;&lt;br /&gt;The Sixth Principle states -  The Subordinate Lodges shall give due respect to the Grand Master and his officers and adhere to the Landmarks of the Order and to its Constitution, Codes, By-Laws, Edicts, Rules and Regulations of the Grand Lodge, and the General Rules and Regulations of Freemasonry.&lt;br /&gt;&lt;br /&gt;The Deputy Grand Master is the Chairman of the Legislative Council- the law making body; and prepares the program and budget for the ensuing Masonic year for submission to the Legislative Council&lt;br /&gt;&lt;br /&gt;The Senior Grand Warden is the Chairman of the Judicial Council and acts on cases brought to their cognizance.&lt;br /&gt;&lt;br /&gt;The Junior Grand Warden is the Chief Operations Officer who plans, supervises, and executes Grand Lodge wide affairs such as Grand Assemblies, Grand Lodge Anniversaries, Independence Day Celebrations.&lt;br /&gt;&lt;br /&gt;The Grand Inspector General monitors compliance to Grand Lodge policies, rules and regulations relative to administration of Lodges and their labors are in accordance with approved rituals; and recommends appointment of  and supervises the performance of Regional and District Inspectors&lt;br /&gt;&lt;br /&gt;The Grand Legal Officer handles all legal matters involving the Grand Lodge and represents it in all litigations and cases.&lt;br /&gt;&lt;br /&gt;The Title of Past Master (PM) refers to one who has been elected, installed, and has served for at least eight (8) months, until the installation of his successor, as a Master of a Lodge in this or any Grand Jurisdiction recognized by the Grand Lodge, provided that he remains in good standing in a Subordinate Lodge of this jurisdiction. A PM is entitled by right to receive a Past Master’s Apron and Diploma at the end of his term.&lt;br /&gt;&lt;br /&gt;A Masonic District shall be composed of at least five (5) Subordinate Lodges with at least 150 organic Master Mason and not less than fifteen (15) Past Masters.. A Provisional District with at least three (3) constituted or chartered Lodges maybe formed. The District shall receive from the Grand Lodge an amount equivalent to ten per cent (10%) of the total per capita and degree fees paid for use as District  Council administrative expenses and for emergency assistance to the Lodges.&lt;br /&gt;&lt;br /&gt;A Regional Grand Lodge may be formed from at least three (3) contiguous regular Districts&lt;br /&gt;&lt;br /&gt;The IGLPI  incorporation had been approved by the Securities and Exchange Commission.(SEC).  The IGLPI created a Committee on Corporate Affairs with the JGW as Chairman to oversee the corporate affairs of the IGLPI and to all reportorial requirements.&lt;br /&gt;&lt;br /&gt;A new Lodge can be formed through a Petition signed by at least Fifteen (15) Master Masons in good standing.&lt;br /&gt;&lt;br /&gt;The Lodge may award Life Membership by Longevity to a MM in good standing to the Fraternity for a CUMULATIVE period of at least twenty-five (25) years or a Special LML for those with at least twenty (20) years or EXEMPT a brother from payment of dues and assessment with at least fifteen (15) years of good service to the Lodge.&lt;br /&gt;&lt;br /&gt;A Lodge may restore a member suspended for non-payment of dues upon payment of all arrears up to the date of suspension plus dues and fees for the current year, or two years dues plus current assessment, WHICHEVER is LESS.&lt;br /&gt;&lt;br /&gt;A Petitioner for the Degrees or for Affiliation must be a resident in the jurisdiction of the Grand Lodge for at least six (6) months.&lt;br /&gt;&lt;br /&gt;A Member in Good Standing is defined as one who is not suspended or expelled due to any Masonic offense, is not suspended for non-payment of dues, and has attended at least two (2) Stated Meetings, excluding the election month and special meeting for degree conferrals. Only members in good standing shall be entitled to vote in an election and hold office.&lt;br /&gt;&lt;br /&gt;A Lodge, may form a Temple Association as a non-profit association or as a general law corporation under Philippine Laws, for the purpose of purchasing, erecting or maintaining and holding title to real estate for a Temple for Lodge use and purposes. Space in such Temple may be rented for commercial and other uses for the benefit of the Lodge.&lt;br /&gt;&lt;br /&gt;A Lodge must at all times retain control of its funds and properties. It shall hold title to all its assets with the power to acquire, mortgage, sell and convey property. He has learned to recognize faces, things or place. He has learned to feel, to respond to touch. He has learned to use his senses.He has to be propped up and assisted, fed, washed, bathe, cloth. His body system is constantly switched – on.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;A man at age 100 has ceased to walk or to crawl on both legs and feet. He does not recognize faces, places or things. He has lost his feelings and does not respond to touch. He senses are failing, He has to be propped up and assisted by – a wheelchair, a ventilator, a pacemaker, a hearing aid, eyeglasses, a food blender, a dialysis machine, a heart lung machine, etc. His body system is slowly switched-off.&lt;/p&gt;&lt;br /&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;In between, man goes through a vibrant youth and adult life. A period of progressive perfection of his GOD given talents where his useful undertakings are rewarded; while on the other hand, a period of abuse and misuse is punished with defeat, loss, sickness, death.&lt;/p&gt;&lt;br /&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;On that fateful afternoon of September 10, 2006, we read the Declaration of Independence and lawfully, properly, regularly, constituted the Independent Grand Lodge of the Philippine Islands in fitting ceremonies at the President General WB Emilio Aguinaldo Shrine at Kawit, Cavite, Philippines. We re-chartered and renumbered our Lodges as Masonic tradition dictates. The interim Grand Lodge officers took their oath of office. The new Grand Lodge Standard and Seal was adopted. The new Grand Lodge March was sung. The Lodges received their new Charters and the old ones were turned over. The Lodges received their new Lodge Standard while their old ones were lowered and retired. From then on, we continued to switched – on our systems.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="left"&gt;The journey started a long time ago.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;The journey of IGLPI was a journey in search of further light in the pursuit of true masonry. GLP PGM Raymond E Wilmarth said ““The service we render to Masonry must be to support its tenets, enforce its traditions, and safeguard its fundamental status in civilization as the Brotherhood of Men under the Fatherhood of God. Our discipline is to change ourselves to fit Masonry – not to change Masonry to fit ourselves…If we cannot change ourselves, perhaps It would be better to change from Freemasonry to whatever association we find fits us… “&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;And so, we left the Grand Lodge. But we never left Masonry. Instead, we continued to search for true Masonry where we become fit and proper. Thus we formed the IGLPI.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;What is Masonry?… Bro Newton defined it from a German Handbuck , an Encyclopedia of Masonry, 1900, Vol I, p 320" Masonry is the activity of closely united men who, employing symbolical forms borrowed principally from the mason’s trade and from architecture, work for the welfare of mankind, striving morally to ennoble themselves and others, and thereby to bring about a universal league of mankind, which they aspire to exhibit even now in a small scale..”&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;Marcelo H. Del Pilar and Jose Rizal embarked on the project to establish Lodges in the Philippines exclusive only to Filipinos for two (2) reasons:&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;First- That Masonry could help unify the Filipinos and mobilize them with a sense of nationhood.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;Second- The Filipino Masons perceived Masonry as the “ universal protest against the ambition of tyrants” as the “supreme manifestation of democracy”, as the organization which could transform the Philippines “ from a downtrodden Spanish colony, poor and sickly, without rights and liberties, into a dignified, free and prosperous nation.”&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="left"&gt;And so the IGLPI was later born.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;Jose Rizal said that” Masons should not rest so long as the world nurtures a tyrant, so long as the night gathers in its echoes the moans of the oppressed, so long as there are slaves, so long as there are oppressors. And this work is perhaps the greatest that Masonry has imposed upon itself and the only one worthy of its universal name…”&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="left"&gt;And the tyrants and oppressors are gone and forgotten in our craft.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;As Albert Pike wrote in Morals and Dogmas 1873…” A true Mason does not lie, neither in a little nor in a great thing; neither in the substance nor in the circumstance; neither in the word nor in the deed. His words that which deceives, equally with that which is false…”&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="left"&gt;And those who lied are gone and forgotten in our craft.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;A year ago, we signed the Declaration of Independence. We were 7 Lodges then. Now we are 8 lodges. A year ago, 154 signed the Declaration of Independence. Today, NOT one of those who signed left. They are all still here with us. A year ago, there were MANY spiritually united in our goals for reform, justice and democracy. Today there are many more who share, understand or sympathize with our faith and resolve for a better Freemasonry. Let us remain as Brothers even to those who do not share our longings. We have to understand how even Christianity suffered before it grew; or how Freemasonry was persecuted before it found acceptance.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;Our one (1) year of life and success is a testimony of all your efforts and perseverance and sacrifices. I salute you, each and everyone of you here and those not here. We are IGLPI.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;Hindi tayo tatantanan ng kabila na akitin na bumalik na daw sa kanila. O baka kaya hadlangan ang ating paglalayag? We are one and united. We remain harmonious We continue to receive Petitions. We continue to meet, transact business and elect officials. We continue to formulate rules to guide our administration. We continue to communicate with other Brethrens with websites and blogsites developed by the labor of love of our friends. We continue to consolidate. We continue to strengthen our organizations. We continue to solidify. Our IGLPI is ALIVE.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;There are many more things to do in the next few years. We will proceed to strengthen and stabilize our finances. We will proceed thence to build our capital investments. We will proceed to enhance our image and prestige in the Masonic world. We will develop our Masonic Education System. We will improve our Lodges and until thence we will build our Grand Lodge Temple.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;I charge you, all of us, to be stouthearted. Fear not, what men can do unto you. But have faith always in the GAOTU whose blessings we should always seek .Be BRAVE. Let everyone be an EXEMPLAR of a TRUE and GOOD Mason.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;We shall build a family of Masons.
